Can your business VoIP system call 999?

Many UK business VoIP services can call 999 and 112, but emergency access is not something to infer from a sales page or an ordinary outbound call. Confirm the exact service, device and app your staff will use, then keep its location information and outage plan current.

Never make a test call to 999 or 112. Ask the provider how it verifies emergency-call configuration without placing a call to an emergency operator. In a real emergency, give the address and precise location verbally whenever possible.

Why VoIP location needs attention

A traditional fixed line was normally associated with one installation address. A VoIP account can be used by desk phones, computers and mobile apps at several sites. The telephone number alone may therefore not show where the caller is physically located.

Ofcom's rules require regulated providers to make accurate and reliable caller-location information available to emergency organisations for 999 and 112 calls where technically feasible. Ofcom also requires users of relevant VoIP services to be told about limitations on emergency calling. A provider's obligation does not remove the customer's need to supply and maintain correct addresses.

How the phone is used Risk to check Useful control
One fixed office The provider holds an old or incomplete service address. Confirm the registered address and who is responsible for updating it.
Several branches All extensions or numbers are registered to head office. Ask whether location can be assigned per site, number, extension or device.
Home or hybrid worker A desk phone or computer is moved without its emergency location being changed. Document the provider's relocation process and give staff a separate mobile fallback.
Mobile VoIP app The app may present a business number and a registered location unrelated to the caller's position. Tell staff which dialler to use in an emergency and to state their location clearly.
Power or broadband failure The router, network switch, phone or internet connection is unavailable. Provide a genuinely independent, charged and coverage-tested fallback.

Questions to put to a provider before buying

  1. Can every proposed desk phone, softphone and mobile app call both 999 and 112?
  2. What caller-location information is sent, and how do we view and update it?
  3. Can different sites or extensions have different emergency addresses?
  4. What warning appears if a device is unregistered, incorrectly located or unable to make an emergency call?
  5. What stops working during a power, broadband, router or provider outage?
  6. How should home workers and staff using the mobile app make an emergency call?
  7. How can we verify the configuration without calling an emergency number?

A small-business emergency calling checklist

  1. List endpoints: record each number, site, extension, handset, computer client and mobile app.
  2. Confirm access: obtain written confirmation of 999 and 112 access for the exact service configuration.
  3. Register locations: check the address held for every site and learn how changes are submitted.
  4. Cover internal detail: display the site address, floor, unit or access instructions near fixed phones where helpful.
  5. Plan for movers: include emergency-location updates in office moves, home-working setup and device reassignment.
  6. Provide fallback: check mobile coverage and keep suitable devices charged; do not assume a battery-backed router covers every component.
  7. Brief staff: explain which phone or dialler to use and that callers should state their location in a real emergency.
  8. Review: repeat the check after any provider, broadband, number, site or equipment change.

If alarms, lifts, door entry or other equipment also uses the old line, use the digital landline equipment checker. Those devices need their own supplier-approved migration and test plan; working voice calls do not prove that they are compatible.
